Stormcaller arrow on a separate weapon set doesn't always work

It's fixed by removing and adding a gem (same gem config). I think there was a similar mace bug at some point so it may not be specific to stormcaller arrow.

It appears to be related to the rhoa mount/weapon set. Taking a support out, putting it back in, and casting the ability dismounts you. Re-mounting breaks the ability again.
