Megalomaniac Jewel Doesnt Work

Im using megalomaniac jewel it has Allocates Cooked (its work) and Mental Alacrity (doesnt work only stats).

My skill needed maximum 157 int and i have 161 int but when i warp or go in waystone maps my spark skill lose on my skill bar. I try a lot of things but megalomaniac jewel cause it. Alacrity give me +10 int but game think i dont have +10 int when i warp somewhere i put on spark skill everytime in my skill slot and it gone again and again please fix it
