Can't use upgraded Lightning rod gem LVL16

I upgraded my skills to 16 or higher. My lightning rod broke and is unusable
Meanwhile my lightning arrow / barrage / voltaic mark are all perfectly usable.
When I equip that gem or any higher than 16, they all do 0 dps or the dash symbol.

Also had to re-equip lightning rod every single time I entered a map or whenever I died before I upgraded the gem.

Keeps putting my Lightning rod to weaponset 2 when I die and my weapon unlocked for using it in both slots. Fixed it sort of when putting my bow in actual weapon slot 2 and putting lightning arrow only usable with set 1
