i cannot equip minion spirit skills with a cold wand but can with a chaos one

No matter what i do if i attempt to equip my cold wand with a skeletal cleric it does not work... this has cost me an ultimatum trial master master attempt as it did not allow me the damage i rely upon for boss killing. this happened randomly on the final boss of a victorious ultimatum run and i cannot find a way to fix it happened randomly.
