Rouge exiles should have a chance to drop a note with a hit put out on you from one of three potential crime syndicates of rouge exiles u can use note to go to their hideout where youll find nothing but rouge exiles instead of monsters with a bigger badder exile crime boss at the end you get to keep the hideout for your own earning 1 of 3 rare in game hideouts n tons of loot.

Could even go as deep as now your the crimeboss taking over n giving you a skill to potentially recruit rouge exiles similar to companions with a spirit cost.
