Item Tier makeup

Can the tier drop with the item but not attached to the item?
I don’t think item rarity would affect it due to crafting but
Could the Tier be a small presence or field that drops with the item, affecting
Items in a small area (3 meters say)
This way we would drop a unidentified item and Pick Up the tier?
This would make tier items like a mini game rather than something overlooked
Due to the item it drops on.
