Inevitable Agony Weapon set issue please fix

Is there a reason why i can not set inevitable agony on either weapon set 1 or 2? iwas trying to make a build work with that skill and i need it to be on weapon set 2 because i have all the curse notes on that. but the game won't let me put it there.
