Network Latency Spikes

Anyone else experiencing network latency spikes in-game? I am in my guild hideout watching the Network bar go from 10ms to >200ms on a regular basis. Makes playing the game freeze every 3-4 seconds and then play catch up. I'm connected to the Washington, DC servers. Not the best gaming experience.
