Kulemak's Dominion doesnt work with Flameblast

As title says the support gem Kulemak's Dominion should cast a Flameblast at the supported offering but it does not. Tested in all versions of offerings (Bone, Soul, and Pain)

Tested to see if it was just a visual bug with a frost wall next to the offering, but no damage was done to the wall.
