Tablet modifier "of the nemesis" disabled (at least in a current league/patch)

I saw this modifier in 0.1 or 0.2 on a tablets, thought it was disabled in 0.3, but its still was in a list on poe.db. I assumed it was removed from tablets, but 0.4.0 patch notes says otherwise (this modifier was included in tablet modifiers section of the patch and even got buffed).
