Tablet modifier "of the nemesis" disabled (at least in a current league/patch)

I saw this modifier in 0.1 or 0.2 on a tablets, thought it was removed in 0.3, but 0.4.0 patch notes says otherwise (this modifier was included in tablet modifiers section of the patch and even got buffed). I assume its currently disabled (not sure if it is intentional since the modifier is in patch notes)
