They are trying to make sure that boss fights feel like boss fights.
When you nuke down a boss this playstyle encourged a lot of people to go glasscannon with no defense. You could just destroy everything anyways including bosses. There was no point of going defense or learning mechanics because you were killing it in 1 second. Now you actually need to invest in defense as well, you will take damage from boss mechanics unless you are insanely good at dodging. But most importantly you will be doing boss mechanics now which will result in bosses to be more rewarding for those who can kill it. Boss drops might be more precious now. I was 100% expecting something like this, it wasn't a surprise for me at all. I think this is a good change, let's play the game like it's a game instead of just one shoting every single boss possible. You will still be rewarded for having insane power, all you have to do is to dodge mechanics and you can still kill it faster than other people who has less power and have to endure more mechanics than you do. " POE 1 also has this for Uber bosses I believe where they take reduced damage in the beginning of the fight for a few seconds. While that is understandable to make boss fights as boss fights this is not a players problem and instead bosses should have built-in mechanics incorporated in the fights allowing them to not get burst right away, either by a shield mechanic, special skills or move sets. E.g. Xesht fight could start with its hands holding your character in a cage applying reduced action speed diminishing from let's say 50% -> 0% effectiveness. There are dozens of clever ideas that can be done here with all the bosses. Adding flat out damage reduction is not the way to do it and is just a patch on the problem.
