Сhaos magic and damаge over time so badly now

Greetings to all.
I have a question why GGG treats chaos magic and damge over time so badly.
At the moment, chaos damage is scaled only to + skill level and + chaos damage/spells, there are no critical hits and no nodes for damge over time.
GGG now removes damage from focus, and as far as I understand, the + to the skills on focus and amulet decrease the parameter.
They increased the damage of several spells for mages and gave additional damage from other elements.

I played a bit of a lich in the last league, having above-average equipment, and level 34 skills took all the mana, and the damage to bosses with 10-15 million health was ridiculous, the bosses literally died of old age, although other classes don't have this problem.

Now I don't even know what to do because I like chaos magic, but as far as I understand, chaos damage will be even less in 4.0.
Although we could add an increase in stone damage at later levels or add a few passive ones for damаge over time.

And where are the skills for the poison witch?
How do different warriors have them and a witch doesn't? It always seemed to me that poison, curses, and black magic were all about witches.

Or am I wrong and missing something?
