Can we get some clarity about the real changes to rarity of items found?

In the ZiggyD interview, it was said that GGG was just reducing the values of rarity of items found modifiers on gear, but that nothing else was changed. Then, in the Talkative Tri interview yesterday, Jonathan said that he thinks the point of diminishing returns was also changed/lowered, but that he wasn't completely sure.

This really doesn't inspire much confidence or help us to understand what the changes are. For example, it's hard to know how good of a choice Ritualist is this league without this information. Why can't the changes just be clearly stated in the patch notes so that we know how they will influence the league?
