Is there actually a League mechanic

Like the title say's where is the league mechanic, I have encountered a few circles which is nothing, apparently I have to get 6 but to me this just seems like standard. Not much for 4 months work is it.
In every league I have played in poe 1 and 2 withing the first or second area you encounter the league mechanic but im level 10 going to ogham and still nothing.
