Talisman quality

I have recently upgraded a talisman to quality 20 and I don't seem to be getting the increased attack speed on shred in wolf form. It's definitely not on the tool tip. Upgraded via whatever Vaal mechanic is in the new league so I'm not sure if this is a gear bug or a league bug.

Same here. I just came here to report this and can confirm I am not getting the inherent quality bonus to my inherent skills from Talismans. Doesn't work for any of the skills on any form.
