Having to go back to town to refill your flasks is extremely GD stupid. Flask recharge on killing mobs should be the default mechanic, not a mod you can enchant onto the flask. If you're going to enchant flasks you're going to get flask regen over time anyway.

It normally means you're taking more hits than you should. But I can see it being a number tweak as balance or even a bug as you pointed out.
Are you sure your character has enough dmg. mitigation ? Because if not, then there's no point in asking for a change in flask usage.
