Cannot bind Skill to Hotbar

Hello,

Im currently not able to play further because I cant bind my Skill "Glacial Bolt" to the hotbar. I can bind "Load Glacial Bolt" to the Hotbar, but that is only the manual reload. I cannot shoot Glacial Bolt projectiles because the skill is missing.

I restarted the game, I swapped the skill by making a new one, I tried different Levels of the Skill Gem. Nothing works. Also im propably in same kind of glitch state because I cannot use portals or map exits. When I click on it nothing happens. Can anybody help me out?

After some testing it seems when I use the skill "Load Glacial Bolt" then I can't click on portals or exits to leave instances and im trapped.

What can I do?
