The Hooded One not appearing after killing bosses in act 4.

As the title says, I am on The Search quest and when I kill one of the bosses The Hooded One doesn't show up to reclaim the weapon parts. I have spoken to him in Kingsmarch. When I do kill them, I see a puff of black smoke but his actual model doesn't appear. Anyone else have this issue, or know a fix? I am currently soft locked and cannot progress through the campaign, infuriatingly.

They moved the one weapon part around, it does nor drop from the bird boss anymore. It drops in the volcano on the isle of kin. I was tearing my hair out I also thought my game was bugged...lol
