The Hooded One not appearing after killing bosses in act 4.

As the title says, I am on The Search quest and when I kill one of the bosses The Hooded One doesn't show up to reclaim the weapon parts. I have spoken to him in Kingsmarch. When I do kill them, I see a puff of black smoke but his actual model doesn't appear. Anyone else have this issue, or know a fix? I am currently soft locked and cannot progress through the campaign, infuriatingly.

I am in the same boat. I thought if kill Tavaki again I thought the Hooded one would respawn but he didn't show up and I met him on the Kingsmarch and he didn't give me the link to the Interlude, Refuge.

I don't know what to do.
