Advancing Storm and Morgana's Tempest either bad description or bugged

The wording on these 2 support gems state that the storm skills move to Target Location from my experience which is easily tested all it does is just make the storm skill move to 1 direction infinitely until the duration of the skill is over.

I have tried both support gems on my tornado and it just doesnt stop moving on the target location i cast the skill on which as a result significantly reduces the DPS of the skill. its literally a DPS increase to not equip Morgana's Tempest.

Please look into this.
