Enemy skill/action speed insanely fast?

Super early game (up to mid act 2 it feels like) both you and enemies seem to just annihilate each other, enemies felt squishy but so did I. Once I got going into my build it kind of evened out - I can at least take some hits, but enemies seem to explode except for rares/bosses, but enemies still seem to do a bit of damage especially ranged mobs.

What I don't understand and can't find anywhere in the patch notes... Did enemy skill/action speed get increased? The Executioner dropped his guillotine before the thumbs down animation played/finished (basically as soon as he finishes saying "the guillotine drops" it has already fallen).

And Geonor seems like he is sneaking cocaine on the down low. I could barely get a second to dodge half his abilities anymore. (King of the Mists in Act 1 was also going nuts, doing flips and dodge me and teleporting).

Is this something I missed? Is this a co-op change?
