Gem creation locked Why ?

Why every time I want a skill from another class, I have a weapon restriction ???

you can have two weapon sets. and even set your some of your passive skills to a specific weapon set.
and you can even use the same weapon set in both weapon sets, but still have two different passive skill setups for them. how many different weapons' skills are you trying to use that you feel that the restriction is so limiting? Don't get lost by being so focused on the target that you forget to enjoy your surroundings.

Simply when im in the city of act 3 and I want a freezing mark spell but I have only talisman in hand . I feel locked untill I go find a staff or buy it with gold. This is just annoying and slow my gameplay.

Click the 'all skills' button at the bottom of the category tabs.

Go into the options, there is a checkbox somewhere that reads something in the lines of disable gems for unisex weapons or something like that.
Uncheck the Box and you should be free to go to cut any gems without the propper weapon Equiped. Had the Same issue while trying to cut a Mark gem for the were Wolf.
