Vial of Sacred Water not dropping

In Poe 2 Qimah Reservoir there are 2 fountains that require a drop of Vial of Sacred Water.

At the /bug screenshot (I'm assuming one was taken at the time) it shows /remaining 0 mobs.

I have got 1 vial from the end of the zone from Bloodbilge the big rare. However, the first vial is supposed to drop from one of the regular mobs along the way. It did not drop even after fully clearing the entire zone of mobs.
