Request for The soul harvest cloak mtx to be updated

Hi GGG,

With the upcoming nerf to level up mtx. I was hoping you could also implement a quick buff for The Soul Harvester's supporter pack Cloak mtx. It would be better for the cloak to have all forms unlocked account wide instead of per character. It makes it unusuable in it's final form 99% of the time unfortunately as most characters will not achieve 2 million monster kills before a reroll, death, league end etc etc.
