Ruzhan's skills disappear on weapon swap when gem level changes

Not sure if it's relevant, but I'm weapon swapping to Wyvern form to try to use a detonator, the brand just disappears if it's not allocated to both weapons. It's pretty annoying and anti-combo.

I'm sure it was working earlier. I think it must have broken in a recent hotfix..

This is not limited to shapeshifting and is not limited to Ruzahn's Brand. All his skills disappear on weapon swap now even though he is active on both weapon sets.

I have, however, located the root cause: it's having a gem level sceptre equipped in one of the sets (I'm guessing the problem occurs because he changes level in the swap).

This bug does not appear to affect other minion types. Skeletal snipers' gas clouds persist.
