Effectiveness doesn't work at all

10 breaches on 1 map = 40% base effectiveness + 88% from tablets with 20%proc + 50% from breach atlas on rares - 178% total, this is what i got for killing 150-200 rare mobs, how does that possible to get only 6 ex and 1 chaos with that huge effectiveness ???

in old leagues with ~100% quantity and the same mods you were getting atleast 2 full stacks of ex for 10 breaches, but now it's just doesn't work because there is no quantity thing anymore, only useless effectiveness that boosting hp of mobs and u give u nothing
