Ice tipped arrows do not benefit from empowered increased damage passives

Empower Keyword is having the same text in ice tipped arrows and empower passives.

This should be working. I know you probably dont want this to be working but god its annoying how much you limit us. I am travelling from the right side to the left side of the tree for a passive to not work with a skill that is having the exact same keyword and the passive is not STATING THAT IS EMPOWERING MELEE or SLAM or STRIKE skills. Please GGG. you are starting to bloat this game and limiting us. I am losing points to travel to the other side anyway, why would you limit interactions like this. There are so many keywords and tags now. Some are similar or even the same and they do not work together.
