Omen of Whitlling is bugged ?

I used the item that was supposed to only change the lowest tier of my weapon, but it showed a different modifier than the lowest (https://prnt.sc/UdTw5mJa4-JD). My friend said it was a bug, so I used it, but it actually changed a modifier that wasn't the lowest (https://prnt.sc/euXTh9DwxGxI). Could you fix this? And if possible, return my bow or something, because Omen has the value of a Divine and I don't have that much time to spend playing like this.

It changes the modifier with the lowest modifier level, which isn't necessarily the modifier with the lowest tier. In PoE2, the T3 attack speed modifier has a modifier level of 22, while T7 accuracy rating prefix has a modifier level of 26.

The item wasn't bugged, your friend was just wrong.
