Wind Dancer Possible Bug

I'm not sure if I am doing something wrong or if this is a bug. It says Wind Dancer works with a Martial Weapon, and I have a crossbow equipped, but I cannot activate my Wind Dancer. I attached screenshots showing the weapon the gems and my character stats.

I had the same make sure you the attack in both weapon Slots
