Voltaic Mark Never Got Triggered By "Called Shot"

I can see "Voltaic Mark" is marked on enemy correctly, but its explosion never got triggered.

I don't think this is a bug, I think it is done intentionally by GGG programmer.

this is not a "nerf" but a stab from behind dirty play.
why? because GGG don't want players use DeadEye anymore.

I think it is a bug of Voltaic Mark, I use it manually as main skill, can't trigger explosion too.
