Tactician's "Death from Above" doesn't latch to enemies since 0.4.0b

Since the update, the flare no longer attaches to enemies, it will always be on the floor even if the throw indicator is dead on the enemy.
Tested with multiple foes, from regular small ones to large bosses; the flare always falls to the floor.
Before the update, the mechanic was working correctly.
