Tempest Bell weird interactions with freeze

Freezing Tempest Bell with a skill that is supported by ice bite grants the buff, however Combat Frenzy does not trigger, despite both of them having the same wording. Furthermore even though Combat Frenzy does not trigger and thus doesn't generate a charge, it still gets put on cooldown.
