Shock Conduction II(and I?) + Fulmination causes the player to get shocked by his own spells

I'm using Shock Conduction II on Thunderstorm with a Wrath Sceptre and this combo causes me, the player to get shocked as well if i stand in my Thunderstorm when it hits an enemy. I even get double shocked from Stormweaver ascendancy. SCII has "always shocks" Fulmination has "cannot shock" so guessing there is something fishy with that.
