Is Empowered Flame Breath and Oil Barrage working?

When I consume a power charge and activate Flame Breath, the tooltip damage doesn't change.

Additionally, when I spec into "% increased damage to empowered attacks" on the passive tree, the tooltip damage for empowered Oil Barrage doesn't change either. Am I just doing something wrong? lol
