Lunar Blessing Dmg Buff lost on Shapeshift?

According to the description the first part is a Warcry that gives you X% gained cold damage.

But it looks like as soon as you shift forms the damage bonus is taken away. The gem says nothing about that. only the 2nd part - the moonbeam proc is tied to Wolf Form.
