Oversight: Resolute Reprisal does nothing

Resolute Reprisal does nothing because it takes around 4.2 seconds for heavy stun to start depleting, but by the time your heavy stun bar is starting to go down, the "recently" window for resolute reprisal of 4 seconds is already past (since its takes a bit over 4 seconds for heavy stun to start dropping), and the depletion of the heavy stun bar doesn't get the 50% faster emptying
