It sounds stupid but maybe hold ALT. Because the loot of bosses, even tier 16, is really bad this league. So maybe your loot filter is hiding everything.

Nope, it is not a loot filter issue. The double bosses drop no loot if killed at the same time. It's a 100% repeatable bug that you can check yourself.
