Abyss monsters make skills temporarily unusable

PS5 Pro (but according to Global chat this seems to be universal)
My guess is Soul Siphoner and the thing with reducing skill speed, but honestly who knows. For what feels like maybe a minute, no skill can be used, including loading ammo, portals etc. Then it's back to normal.
