Second Ascendancy Trial Not Available

I completed the Trial of Chaos with a token level 38 Chimeral Inscribed Ultimatum (quest), but didn't get the second ascendancy points. According to the wiki the minimum level is 39.

Then I searched for a normal Djinn Barya level 45 and Inscribed Ultimatum level 60 to try to run those for the points but they also said I'm not eligible.

Only the third tier trial tokens say they will give points, but there should be a way for me to get the second tier points without the third at a lower level.
