Kelari's Judgement - Disabled in Wolf Form (unlike all other Varashta Skills)

Kelari's Judgement says "No valid Weapon equipped to use Skill.".

This is with Lord of the Wilds, so there is a Sceptre just fine. Other Kelari skills work fine in wolf form.

All other Djinn abilites work fine, from all 3 Djinn, it's just Kalari's Judgment that's bugged, the one I wanted to build around on this build.
