Uhm arent they different things?
Chill slows down enemies up to 50% and freeze has build up to 100% where enemies are unable to move, correct?
Chill hits dont stack while freeze buildup from cold hits stack upon reaching frozen status.

I mean, you dont get frozen if you step on multiple chilled ground patches, just slowed down by the chill magnitude no matter how many patches.

Yes, chill and freeze are 2 different ailments. A skill may be blocked from inflicting one but could still inflict the other.

Yes, although this case has little practical meaning because freeze uptime is much, much less than chill uptime in practice. Soon after 0.1 release GGG was already sweating hard to nerf freeze (and electrocute), so now we have strong diminishing returns on subsequent freeze buildups on same mob.

On my cold sorc in T15 maps, white mobs almost never get frozen (because they die), magic/rare mobs get frozen 1 (maybe 2 times for abyss mobs), then they die. Bosses may get frozen 3-4 times, but freeze doesn't last long, so you'll have a ton of opportunities to inflict chill before freeze.
