Create ice fragments not work when mount rhoa

Like in title :

"Create ice fragments" skill and support skill not work when i mount rhoa


I using "ice shoot" with "frozen spite" support who create ice fragments when kill frozen enemies and all work fine if i move without mount rhoa.

i use "ice-tiped arrow" who empower attacks to create ice fragments and this work too without mount rhoa.

its a bug ?
