scaling of bolt skills

so im leveling a new character and im using fragmentation bolt and permafrost bolt. however, the tooltip dps isnt changing when i allocate certain passives. like elemental attack damage, physical damage, or projectile damage. my damage stays the same and im not sure if this is a bug, intended, or maybe i dont know if im trying it scale it properly.

Think it's a bug.
If you open up the detailed skill panel it does update there usually.
