Cannot use boots

I have boots that i cannot equipt with Farrul's rune of the chase and Guatelitzi's thesis on them. If someone trades me the boots i am able to use them and run around with them but as soon as i load into a new area or take the boots off, it just says the items stats will be ignored. Is there a way to fix this bug?

I am also having the same problem on my spark bloodmage and pathfinder. When the boots are traded to me, they work but only in that instance, once i leave the instance the boots no longer work.
