bug disable rage

I'm playing an Oracle character with a werewolf build. When I upgrade skill points in Lord of the Wilds, rage becomes ineffective. I've tried refunding all points in the passive skills tree, as well as removing equipment and skills, but nothing worked. How can I fix this?
