Ritualistic Reliquary Key bug

I've opened like 50-60 ritualistic reliquary keys and its only drops me the belt. It's this ok or its bugged??

Kinda, foil versions of unique gear will only appear if that unique was submitted for the reliquary "event" from the last Early Access support pack. If everyone chose to use the belt as a submission then only the belt will drop.
