Can anyone expain “Remnants have (8–15)% increased effect.” mod

I’m playing Stormweaver, and I saw this modifier on a ring.
Does this modifier increase the damage of Elemental Infusions?

Well, it depends on what the effect of the infusion is of course, but if picking up the infusion in question would add damage for you, then, yes, it would increase the infusions' damage. Infusions are indeed a type of remnant

From my understanding (which may be wrong), elemental infusion remnants don't have an effect that can be increased by a percentage. They have only the effect of giving your character an elemental infusion. They don't actually have a damage value of their own; they just activate a damage bonus of a skill.

Life and mana remnants, however, grant a numerical value of life or mana, so they can be affected by a percentage increase.
