Flying Spear implicit and Acceleration 3 interaction

So I'm comparing numbers of Twister skill with a Flying Spear eqipped VS with an Akoyan Spear equipped.

As far as I can tell, the Flying Spear's implicit is not factored in (or apply at all?). I have "Projectile speed modifier +31%" in Twister stats from passive tree, but the spear gives "35% increased projectile speed" and the 31% does no change even if I equip different types of spear.

If I eyeball the twisters created, ones with Flying Spear seem to move faster, but I think there is an upper limit. Twister tooltip does not list projectile speed.

Can anyone shed some light on this? Should I consider using a Flying Spear for its implicit or prefer an Akoyan Spear for its crit?
