Fate of the Vaal Mechanics Question

Can I get a definitive answer to the max range one can roll through corrupting, and twice corrupting skill gems.

Example:
Individual currently owns a Bind specter Gem that has following stats, Full five support slots, level 20 from gem, +1 level from corruption, and quality at 23%, SINGLE Corruption.

From all the information I can read about the subject the old soft caps still apply at 1 additionally level and a max of 23% quality. With the addition of the Crystalized Corruption a second corruption opportunity is available, but as it sits there is no additional benefit possible. Any clarification on the subject would be much appreciated.
